ACCOUNTABLE FORMS MONITORING SYSTEM

In 2013, CTO – Land Tax Division requested the ICTD to digitize the voluminous real property tax ledgers by jump-starting the buildup of the 144,000+ real property units of General Santos City.

In 2014, the Real Property Tax System (LG-RPTS) was implemented and fully functional. However its collection module, in its enhancement, mode is also functional.

One of the critical elements under the RPTS-Collection Module is the management of the official receipts (OR) issued. This challenge prompted the ICTD to consider developing a generic Accountable Forms Monitoring System (LG-AFMS) to streamline the operation of the collection division vis-à-vis the issuance of official receipts sourced from the Accountable Forms Section.

Sometime in the middle part of 2014, ICTD proposed to CTO Accountable Forms Section Head – Elsie Oftana – regarding the possibility of linking the official receipts to the mainstream collection module.

CTO Assistant Department Head – Rodilon Lacap, CPA, approved the proposed LG-AFMS as an in-house development system of ICTD. Aside from RPTS Collection, the ICTD-proposed billing and collection system of CTO pre-requires the OR issued to different accountable officers with corresponding OR numbers for monitoring purposes .

In July 2014, Kent Nino Paler of ICTD, started developing the system after the team presented the system development life cycle. Senior programmers and system analysts Roy Detoyato and Leonard Pe supervised the development.

Simultaneous testing using ICTD quality assurance tools is deployed to detect bugs and improve the usability of the system. Eventually the proposed Accountable Forms Monitoring System will be fully implemented before 2014 ends.
